It is hereby certified that over the past two years, through his benevolent intention and in line with his commitment to supporting underprivileged neighborhoods on the outskirts of Torbat Heydarieh, he has contributed significantly to promoting social vitality among the youth, the future-builders of this city.

In this regard, four artificial turf football fields were constructed and inaugurated under the name The Late Babak Moravej Torbati 4 & 10203 in the following locations: Kouy-e Emam Khomeini, Shahid Alamolhoda Park, Dr. Hesabi Park, and the Maskan-e Mehr residential complex of Valiasr (AJ) neighborhood in Torbat Heydarieh. These facilities are now actively serving the sports-loving citizens of the city.

Furthermore, through the generous initiatives of Mr. Engineer Mehdi Moravej Torbati for the people of Torbat Heydarieh, a sports hall and student dormitory for the distinguished students of Torbat Heydarieh University have been established. In addition, he has provided financial aid in the form of gift cards to frontline healthcare workers during the COVID-19 pandemic, supported the foundation of the Association for Children with Cancer in Torbat Heydarieh, offered scholarships to top-ranking students under 1000 in the National Entrance Examination, and extended assistance to winners and medalists of athletic competitions in recent years.

This is to certify that Eng. Mehdi Moravej Torbati, Chairman of the Board of Trustees of the Non-Governmental Foundation of Philanthropists Supporting Torbat Heydarieh University, and an official member of the Boards of Trustees of universities in southern Khorasan Razavi (Torbat Heydarieh, Neyshabur, Gonabad, Torbat Jam, and Kashmar), has generously contributed to the advancement of higher education in Torbat Heydarieh through the following initiatives:

1. Construction and donation of Multi-Purpose Sports Hall No. 8, named after the late Babak Moravej Torbati, at Torbat Heydarieh University, with a foundation of 2,000 square meters and an investment exceeding 6 billion Iranian Tomans. The project included landscaping, fencing, and road construction, entirely financed by the benefactor.

2. A 300-bed female dormitory project at Torbat Heydarieh University, currently under construction with a 3,600 square meter foundation and 30% progress (completion of foundation, reinforcement, and prefabricated walls).

3. Scholarships for students from Torbat Heydarieh ranking among the top 1,000 in the National University Entrance Exam, awarded annually since 2019.

4. Sports scholarships for athletes from Torbat Heydarieh (male and female alike) who have achieved national, Asian, international, or world titles.

5. Initial approval and signing of an agreement (2024) to construct a large sports complex on a one-hectare plot, entirely financed by the benefactor.

6. Donation of gift cards valued at 63,300,000 Iranian Tomans to 422 underprivileged students at universities in Torbat Heydarieh in 2019.

7. Ongoing support for talented and low-income students, including food subsidies, tuition payments, laptop expenses, and assistance with marriage costs.

For the sixth consecutive year, academic scholarships will be awarded by philanthropist Eng. Mehdi Moravej Torbati to students from Torbat Heydarieh and its affiliated districts (Zaveh, Mahvelat, Jolgeh Rokh, Kadkan, and Baiek) who rank among the top 1,000 in the 2025 National University Entrance Exam in all fields of study (Experimental Sciences, Mathematics & Physics, Humanities, Foreign Languages, and Arts)

Eligibility and Terms:

- Candidates ranking among the top 1,000 who choose to study at universities located in Torbat Heydarieh (Public University, University of Medical Sciences, and Farhangian University) will receive scholarships covering **four academic years (36 months)**.

- Candidates ranking among the top 1,000 who choose universities in other cities across the country will receive scholarships for **one academic year (9 months).
